     MINISTER OF CITIZENSHIP AND

     IMMIGRATION OF CANADA

     Respondent

     REASONS FOR ORDER

TREMBLAY-LAMER J.

[1]      The Refugee Division concluded that the applicant was not credible. The findings of fact made by the panel are reasonable. The panel had enough evidence before it to cast doubt on the truth of the documents filed by the applicant and to conclude that his testimony was implausible.

[2]      In addition, the tribunal did not misinterpret the documentary evidence. That evidence indicated that there was no significant inter-ethnic violence in 1995, and that there were no problems in the applicant's region in September 1996. It was therefore not unreasonable for the Refugee Division to doubt the applicant's account. There are therefore no grounds for this Court to intervene.

[3]      Accordingly, the application for judicial review is dismissed.
