     ORDER AND REASONS FOR ORDER

     The application of the applicant for an extension of time to file a judicial review application of a decision of a Visa Officer dated July 8, 1997, not July 8, 1998, as stated in the applicant"s Notice of Motion, is denied.

     The applicant has failed, in my opinion, to explain why it took from July 8 or 9 or 10, 1997 to the present time to decide to request a judicial review.

     I do not accept as an excuse that the applicant was not represented by counsel. In paragraph 25 of an alleged affidavit of Mohammed Adil allegedly sworn on November 21, 1998 (there is no signature to attest that the applicant "swore" to the document), the applicant states that he became aware of the option of judicial review by chance more than one year after the decision.

     This indicates to me that, after the applicant got the decision in July 1997, he had no intention to proceed further. Surely, he could have asked the Visa Officer or an Immigration Officer what he could do about the refusal.
