[1]      This is an application for judicial review from a decision of the Refugee Division of the Immigration and Refugee Board on September 30, 1998 that the plaintiff, a citizen of Mexico, is not a Convention refugee.

[2]      In the case at bar the evidence in the record provided ample justification for the conclusion by the Refugee Division that the incidents which the claimant referred to in support of his fear of persecution were of a purely local nature, the evidence did not support a conclusion that if he returned to Mexico there was a reasonable chance of persecution and, further, there was an opportunity of refuge in some other part of Mexico, namely Mexico City.

[3]      The application for judicial is dismissed. There is no basis for certifying a question of general importance.
