     ORDER AND REASONS FOR ORDER

     The application for extension of time and for leave is denied. The reason given by the applicant for not serving and filing his application for leave and for judicial review is that he failed to inform the Refugee Board of his change of address because he had informed the Immigration Department of his change of address.

     I do not consider this reason sufficient to allow an extension of time. Some reason for the delay which is beyond the control of counsel or the applicant must be shown.

     In the present case, the applicant ought to have known that he should have informed the Refugee Board of his change of address.

     In addition, I am satisfied, after a reading of the submissions, that the applicant does not establish an arguable case.
