[1]      As the analysis by the Refugee Division of the reasons relied on by the plaintiff, and accordingly of the evidence submitted in support of the reasons for the claim, is completely inadequate, the application for judicial review is allowed.


[2]      The decision of September 23, 1999 is accordingly quashed and the matter referred back to the Refugee Division for re-hearing and decision.
