     ORDER AND REASONS FOR ORDER

     UPON an application by the applicant, pursuant to Rule 324 of the Federal Court Rules, for an Order extending the time to file an Originating Notice of Motion for the decision rendered by an adjudicator of the Public Service Staff Relations Board dated April 3, 1997;

     AND UPON READING the material filed in this application;



     IT IS ORDERED THAT:

     1)      The style of cause is amended to name the Attorney General of Canada as the proper respondent rather than Her Majesty the Queen;
     2)      The application for an extension of time within which to commence an application for judicial review is dismissed.

     The applicant has failed to show that there is a good reason for the entire delay. The applicant was notified on April 4, 1997, that his grievance had been denied. By letter forwarded on April 28, 1997, the applicant was advised that the Public Service Alliance of Canada had concluded that there were no grounds to recommend an application for judicial review and that it would not further represent the applicant. The applicant was specifically reminded of the time limits for pursuing such an application himself.

     It is not until December 3, 1997, that he brought a motion for an order extending the time for filing an application for judicial review.



     The applicant's claim of lack of resources and information does not constitute a satisfactory explanation of a seven months delay.
