[1]                 We have come to a decision on the issue of whether the Canadian International Trade Tribunal possessed jurisdiction to enter upon the inquiry into the complaints of the respondent Telus Integrated Communications Inc. The point was exceedingly well argued by all counsel. We have decided that the Tribunal lacked the necessary jurisdiction. Accordingly, the application will be allowed with costs to the applicant and to the respondent Commissioner of Corrections, and the decision of the Canadian International Trade Tribunal dated November 2, 2000 will be quashed. Full reasons for judgment to follow.
