     REASONS FOR JUDGMENT

(Delivered from the Bench at Edmonton, Alberta,

     on December 13th, 2000.)

STRAYER, J.A.:

We are all of the view that Teskey, T.C.J. was correct in his interpretation of the law. As for his findings of fact, there was ample evidence before him to allow him to find as he did and there is no basis for the Court to intervene.

We will therefore dismiss the application for judicial review.
